Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: At the Department of Environmental and Natural Resources. In the aisle that bring access to the Consults and Endorsement Division it was observed a beam of approximately 16 inches wide and 12 inches high that was in bad condition and with loosenings of concrete due to the erosion of the reinforsing steel of the beam, causing that the concrete thats round it breaks and collapse causing a danger to the employees that walk trougth the area, the concrete pieces fall to the aisle and to the first floor of the building. At the second floor aisle area that face the Secretary Office, it was observed a column of approximately 6 feet high and 18 inches in diameter that was in bad conditions because it was breaking down due to the time exposure, it never was verified to check it structural integrity, the employees walked trougth the area to reach the Secretary office, it present a risk because the pieces of concrete loosenings and fall to the area were the employees walk. The employees were verifying documents, data entry, among others. Hazard: Hits by concrete pieces. Among other correction methods, a feasible and acceptable method to correct this hazard is to isolate the beam and the column to prevent the falling concrete. En el Departamento de Recursos Naturales y Ambientales. El pasillo que da acceso a la Division de Consultas y Endosos, se observo una viga de aproximadamente 16" de ancho y 12" de alto la cual se encontraba en mal estado y con despredimientos de concreto debido a la corrosion de las varillas de refuerzo de dicha viga, causando que el concreto que rodea la misma se desprenda y collapse causando un riesgo para los empleados que transitan por dicha area ya que estos pedazos al desprenderse caen en el pasillo y en la parte inferior del edificio. En el pasillo del segundo piso que da hacia la oficina del Secretario se observo una columna de aproximadamente 6' de alto y 18" de diametro la cual se encontraba en muy mal estado, ya que esta se estaba desmoronando debido al paso del tiempo sobre esta estructura, la cual nunca ha sido revisada para verificar su integridad estructural, los empleados transitaban por dicha area para llegar a la oficina del Secretario presentando un riesgo, ya que los pedazos de concreto se desprenden y caen en el area por donde transitaban los empleados. Los empleados realizaban trabajos de verificacion de documentos, entrada de datos, entre otros. Riesgo: Golpes por pedazos de concreto. Entre otros metodos de correccion, un metodo factible y aceptable para corregir este problema es aislar la columna y la viga para prevenir la caida de concreto.
