Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: a) Two employees working from a JLG 600S (#0300055316) boom-supported elevating work platform were exposed to the hazard of falling, and/or being thrown out of the basket, while finishing fascia at a height of 28-feet. On 08-23- 01 employees working at 2515 Thonotosassa Rd in Plant City, FL were not protected by a personal fall arrest system and one was observed standing on the mid-rails of the basket to extend his reach. Among other methods, one feasible and acceptable method to correct the hazard is provide the employees with a fall restraint belt to comply with American National Standards Institute A92.5-1992 Section 8.8, which requires all personnel in the platform to wear fall protection devices and other safety gear as required at all times; and, b) Two employees working from a Genie S65 (#310979) boom-supported elevating work platform were exposed to the hazard of falling, and/or being thrown out of the basket, while finishing fascia at a height of 28-feet. On 08-23- 01 employees working at 2515 Thonotosassa Rd in Plant City, FL were not protected by a personal fall arrest system and one was observed standing on the toeboards of the basket to extend his reach.
