Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to getting entangled in machinery or being struck by the moving backstopper. (a) During the period March 1 - 11, 2002 employees were allowed to stand on the roller conveyor of extrusion line #1 downstacker running single face corrugated plastic thereby exposing the employees to the hazard of getting entangled in the roller conveyor or being struck by the backstopper. Among other methods one feasible and acceptable abatement method to correct hazard: Never stand on the roller conveyor when power is being turned on.
