Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of drowning: (a) Highland Country Club - West Point Lake - Irrigation Pump Station: Employees working in water approximately 4 feet deep to repair a 6 inch PVC pipe feeding water to the irrigation system were exposed to drowning hazards. One feasible method of abatement would be to require employees to wear personal flotation devices while working in water. In addition, rescue equipment such as ring buoys were not available. ABATEMENT DOCUMENTATION AND CERTIFICATION REQUIREDATION
