Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of inhalation, chemical burns, and uncontrolled release of chemicals such as, but not limited to: anhydrous ammonia, propylene glycol, nitrogen, water, and steam. (a)Employees are routinely exposed to these hazards when engaged in maintenance and repair of product systems, such as, but not limited to tanks, vats and pipelines containing chemicals such as, but not limited to, anhydrous ammonia, propylene glycol, nitrogen, water, and steam. Employees routinely work on these systems and the pipelines carrying various chemical substances are unlabeled. Among others, one feasible and acceptable method to correct this hazard is to comply with Paragraph 8 of the American National Standards Institute (ANSI), A 13.1-1956, which requires the following: Positive identification of a piping system content shall be by lettered legend giving the name of the content in full or abbreviated form. Arrows may be used to indicate the direction of flow. Where it is desirable or necessary to give supplementary information such as hazard or use of the piping system content, this may be done by additional legend or by color applied to the entire piping system, or as colored bands.
