Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of explosion from the interior located dust collection system: (a)Building 1, Panel ripsaw area: The Macron 10 and 15 bag dust collection systems, including the cyclones, filter bags, and dust collector bins were located in the same interior room as two panel ripsaws. This exposed the operators to the hazard of fire and explosions. The dust control system was not equipped with an explosion suppression system such as venting, or a spark detection/spark suppression system. The air was recycled back into the work area through the filter bags. Among other methods, feasible and acceptable abatement method to correct this hazard are to modify the dust collection system to comply with NFPA 664, Chapter 8, which may include, but is not limited to: (1) Moving the dust collection system outside of buildings; (2) Vent the system outside through straight ducts no longer than 10 feet and install explosion deflagration vents; (3) Install an explosion suppression system meeting the requirements of NFPA 69, Standard on Explosion Prevention Systems.
