Section 5(A)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: (a)Employees are exposed to an ammonia hazard from an improper gage glass on the ammonia receiver. The present glass is in an exposed location and is not protected against damage; as required by the national consensus standard, "Safety Code for Mechanical Refrigeration", The American Society of Heating, Refrigerating, and Air- Conditioning Engineers, Inc., ASHRAE 15 (1978), 8.5.2. A feasible and acceptable method of abatement is to replace the present gage glass with one of an armored type approved for ammonia service. (b)Employees are exposed to an ammonia hazard from a poorly maintained ammonia- receiver drain line. The line and associated valves are covered with a heavy deposit of surface rust and not maintained in a clean condition, as required by ASHRAE 15 (1978), 13.10. A feasible and acceptable method of abatement is to clean, repair and/or replace damaged parts, and paint the receiver drain line.
