Text For Citation: 01 Item/Group: 001 Hazard: CRUSHING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: the hazard of being crushed by portions of the vehicle mounted vertical lift, due to instability of the support structure. Location: Sprain Brook Parkway, below Hartsdale Ave. overpass On or about: 2/10/99 a) An employee, cleaning the steel bridge overpass, was working on a plank that was supported on one side by a vehicle mounted vertical lift. This condition exposes the employee to the hazard of being crushed by portions of the vehicle mounted vertical lift. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS HAZARD IS: 1) As specified in paragraph 15.1 of American National Standard, standard A92.7 1990, Airline Ground Support Vehicle Mounted Vertical Lift, personnel shall maintain a firm footing on the platform floor while working thereon. Planks, ladders, or any other devise on the platform shall not be used for achieving additional height. 2) Support the plank using scaffolding rather than a vehicle mounted vertical lift. 3) Support the plank using the bridge support structure rather than a vehicle mounted vertical lift. NOTE: Because abatement of this violation is already documented in the inspection case file, the employer need not submit certification or documentation of abatement of this violation as normally required by 29 CFR 1903.19.
