Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard while operating a vehicle-mounted elevated truck body without having the stabilizers fully extended: a)JFK Airport United Airlines Gate #10. Two employees were preparing to unload a vehicle-mounted elevated truck body that was raised 20' above the ground without having the stabilizers fully extended. The elevated truck body tipped over injuring one employee and killing the other; on or about 10/31/99. Among other methods, two feasible and acceptable abatement methods to correct this hazard are: 1.Install limit switches that prevent any vertical movement of the truck body until the stabilizers are fully extended. 2.Make certain that the drivers, leads and other personnel that use vehicle-mounted elevated truck bodies follow the LSG Sky Chefs Ramp Safety Standard Operating Procedures that state on page #4, "Stabilizers must be used on all aircraft" and on page #93, under the title Stabilizer Use, Stabilizers must be used on all aircraft at LSG Sky Chefs. The following steps must be followed to ensure that injury or damage does not occur. This page continues with the companies SOPs for the use of stabilizers.
