Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Possible drowning by being allowed to enter the water to clear flood gates. On or about 10/18/96 employees were exposed to possible injury from being allowed to enter approximately 10 to 15 feet of water . Among the acceptable means of abatement are: 1. Prohibit employees from entering the water 2. Provide tools that make entering the water unnecessary
