Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck by vehicles falling off of elevated automotive lifts: (a)Service Department, small shop building on the hill - The second lift from the south end of the building had wood chocks so placed as to prevent the safety devices from engaging automatically; on or about 6/10/96. (b)Service Department, small shop building on the hill - The second lift from the south end of the building had the spring on the oil control valve disabled, so that the valve did not require constant pressure during the operation of the lift; on or about 6/10/96. ABATEMENT METHODS Among others, some useful methods to abate this condition are: 1.Ensure that all safety devices are functioning properly at all times and that none have been bypassed. Either modify designs to prevent bypassing or implement a program of employee training, regular periodic inspections, and enforcement to guarantee that no safety devices are bypassed. 2.Instruct and train employees in the proper use of automotive lifts and their associated safety devices. 3.Conduct periodic inspections of the lifts as recommended by the lift manufacturer to ensure that all components are in safe operating condition. 4.Post the manufacturer's operating manuals in the service department for reference.
