Text For Citation: 01 Item/Group: 001 Hazard: STRUCK BY
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of being struck by tractors. Among other methods, four feasible and acceptable abatement methods to correct this hazard are as follows: 1. Implementation of an effective and documented procedure for the operation of the tractor that provides step by step instruction to the operator that prohibits the starting of the tractor from the ground and instructs the operator to place the tractor in neutral and set parking brake before dismounting the tractor; 2. Implementation of an effective and documented training procedure for operators based on the operating procedures; 3. Implementation of an effective and documented discipline procedure for operators who violate the operating procedures; 4. Installation of a safety switch in the seat of the tractor that prohibits the operation of the tractor unless the operator is in the seat. Abatement certification is required for this violation. The abatement certification sheet is enclosed with the citations.
