29 CFR 1910.38(c): Minimum elements of an emergency action plan. An emergency action plan must include at a minimum: The employer did not ensure that the emergency action plan as required by 1910.119 contained the following procedures: a) Procedures for reporting a fire or other emergency; b) Procedures for emergency evacuation including the type of evacuation and exit route assignments; c) Procedures to be followed by employees who remain to operate critical plant operations before they evacuate.
