Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing of likely to cause death or serious physical harm to employees in that: In the warehouse, employees required to remove steel coils from overseas shipping containers were exposed to the hazards of being struck by and/or caught between the walls of the shipping container and the steel coils shifting movement once the metal bands securing the load are removed. Among other methods, one feasible and acceptable abatement method to eliminate these hazards is to establish safe material handling procedure requiring the steel coils to be secured in place by the use of a fork lift truck or other material handling equipment, which would prevent the shifting movement of the steel coils once the securing metal bands are released.
