Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fire and explosion from accidentally dischargedflammable and combustible liquids: a) On or about September 19 and 20, 1989, in bonded warehouse there was a spill of 188 proof alcohol from the number 4 storage and regauge tank that was not cleaned up promptly. One feasible and acceptable abatement method, among others, to correct this hazard is to establish and implement maintenance and operating procedures which tend to control leakage and prevent accidental discharge of flammable and combustible liquids and to assure that all spills are cleaned up promptly.
