29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: a) Celina Aluminum Precision Technology, Inc. located at 7059 Staeger Road, Celina, Ohio, 45822: On or about April 25, 2025, the employer did not ensure that energy control procedures for the TCM #8 in Melt Furnace #4 of the Knuckle Department, identified specific steps to render the hazardous gravitational energy source safe. Procedures omitted specific steps for isolating/blocking the energy source, steps to follow to render safe the potential energy of the tilt unit, placement of isolation/blocking devices and verification of isolation/blocking. Employees performing servicing and maintenance activities in this condition on or near the TCM #8 were exposed to caught-in and crushing hazards.
