Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1926.651(i)(2): Excavation below the level of the base or footing of any foundation or retaining wall that could reasonably be expected to pose a hazard to employees shall not be permitted except when: (i) A support system, such as underpinning, is provided to ensure the safety of employees and the stability of the structure; or (ii) The excavation is in stable rock; or (iii) A registered professional engineer has approved the determination that the structure is sufficiently removed from the excavation or is otherwise protected. a) On or about April 2, 2025, the employer permitted excavation below the base of a concrete slab located inside a gut-rehab building without first ensuring that a support system, such as underpinning, was provided. Employees installing PVC pipeline were exposed to crushed-by and engulfment hazards due to potential structural instability of the unsupported concrete slab.
