Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of chlorine gas: On or about May 1,1991, ten employees were exposed to a chlorine leak in the chlorination process due to the failure of a seal. Cur- rently, employees are potentially exposed to chlorine gas when entering the chlorine treatment room and adequate controls have not been imple- mented. Feasible Methods: 1) Installation of a chlorine detection system which can be viewed before entry to the chlorination room. 2) Use of SCBA's for employees entering the chlorine treatment room. 3) A means to alert employees in case of ventilation failure prior to entering the chlorination room such as a light or alarm.
