Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls in excess of 12 feet while engaged in maintenance operations on the South Container Crane: Municipal Wharf - South Crane: Employees were not provided with fall protection while involved in the replacement of a radiator hose on the generator on the spreader bar of the crane on or about 02/06/91, and also when involved in daily maintenance operations on the spreader bar. Among other methods, one feasible and acceptable abatement method to correct this hazard is to conduct all major repairs on the spreader bar, in the future, at ground level, by removing the grapple bucket and lowering the spreader bar to the ground. Fordaily maintenance, attachment points for safety belt lanyards should be installed on the spreader bar and safety belts properly worn by employees involved in the maintenance work.
