29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. a- 380 Route 17N, Upper Saddle River NJ (Portable Extension Ladder): Employees who were engaged in framing/carpentry activities using a portable extension ladder were exposed to fall hazards of approximately 12ft to the asphalt below as the ladder side rails did no9t extend 3ft above the upper landing surface. Condition observed on or about 02/04/2025 .
