29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy. a) IBC Plant, On or about January 7, 2025, Building One: Employees were exposed to hazardous energy during maintenance activities on the grid welding machine due to inadequate energy control procedures, in that lockout/tagout procedures failed to clearly define the scope, purpose, authorization, and detailed steps required to isolate and de-energize both electrical and pneumatic energy sources.
