29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) On or about December 16, 2024, at the jobsite: employees were exposed to an 11 foot 10 inch fall hazard, in that a multi-position ladder was used to access a 5:12 pitched roof and the side rails extended approximately 18 inches above the roof landing.
