29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury. Location - Jobsite: On or about 11/12/24, Northstar Construction Services Corporation, as the controlling employer for the jobsite, did not instruct employees to curtail roofing operations during high wind conditions. As a result, a section of roofing membrane was caught by the wind, causing an employee to lose balance and fall to the ground below.
