Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of falls resulting from a portable metal ladder sliding side- ways on a smooth surface used to support the ladder at its upper end: a) Metal Department - Metal extension ladder, used by Laborer(s) and Group Leader to gain access to roofs of mobile office structures, in order to apply roof coverings, on or about January 4, 1990. Among other methods, one feasible and acceptable abatement method to correct this hazard is to lash the upper end of the ladder to the mobile office structure.
