1910.119(f)(1)(i)(G) Startup following a turnaround, or after an emergency shutdown. 29 CFR 1910.119(f)(1)(i)(C): The employer did not develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and did not address the startup following a turnaround, or after an emergency shutdown. On or about November 14, 2023, Marathon El Paso refinery, the employer did not develop and implement operating procedures that provide clear instructions for cold startup following emergency shutdown of the Crude Unit #6. This condition exposed employees to a potential H2S exposure hazard.
