29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them): a. On a roof with a 4:12 pitch, at a temporary worksite located at Allure Lane, Building 9, in Jacksonville, Florida 32246: On or about November 2, 2023, the employer exposed employees to up to a 30-foot, 4-inch fall hazard, in that fall protection systems were not utilized by employees while performing roofing work.
