29 CFR 1910.147(c)(4)(i):Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: On or about September 8, 2023, procedures were not utilized for the control of potentially hazardous energy when an employee reached into the point of operation of the Silo 4 Meat Hopper Model VFH 86 in the "Cold Room" to clean out a piece of meat. Phelps Industries, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1661601, citation number 1, item number 2/a and was affirmed as a final order on 7-12-2023 , with respect to a workplace located at 400 Venture Drive, Janesville, WI 53541.
