29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: (a) On or about August 4, 2023, and at times prior to, at 2600 Eisenhower Blvd., Fort Lauderdale, FL 33316, South Cross Screw area, employees were exposed to amputation and electrical hazards, in that the employer did not ensure that the lockout/tagout procedure(s) for the south screw described the scope, the type and magnitude of the participating hazardous energies, the location and identity of the disconnecting means, and the specific steps for shutting down and controlling hazardous energy, the placement and removal of lockout/tagout devices, and the testing of equipment during assembly and adjustment.
