29 CFR 1910.147(c)(4)(ii): Energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items a-d of this section: Employees engaged in equipment servicing and maintenance activities at Kinney Manufacturing, LLC doing business as IntoMetal located at 3340 North 33rd Street, Lincoln, Nebraska, were exposed to caught-in hazards in that 41 energy control procedures failed to clearly identify energy source location(s) and the specific steps to be followed by employees to shut down, isolate and deenergize machinery or equipment to control hazardous energy. The procedures also lacked specific steps for the placement, removal, or transfer of the lockout/tagout devices and their responsibility, and specific steps to validate or verify the effectiveness of the lockout/tagout device(s). Instances include but were not limited to: i. Doosan M6 Mill ii. Powder Coat Oven
