29 CFR 1910.119(f)(1):29 CFR 1910.119(f)(1): The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in each covered process consistent the safety information and which address the elements listed in 29 CFR 1910.119(f)(1)(i) through (f)(1)(v): (a) Building 1, trains 6/7 (Ethanothebaine crude wet process): On or about 12/22/22, the employer did not develop clear instructions, within their written operating procedures, to be followed in the event of a leak or release, including incidental releases, and the conditions under which the process should be shut down. (b) Building 1, trains 6/7 (Ethanothebaine crude wet process): On or about 12/22/22, the employer did not develop and implement clear instructions, within their written operating procedures, for use of handheld instrumentation, including calibration and use of the MiniRae 3000 hand-held PID, which was used for detection of methyl vinyl ketone and other organic vapors in the process area.
