Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1926.200(g)(1): Construction areas were not posted with legible traffic signs at points of hazards: a) Rt. 24 & Old Orchard Road, Millsboro, De 19966 (Old Orchard Road Southbound): On or about December 29, 2022, employees were exposed to struck by/caught in hazards when the employer failed to provide traffic signs on Old Orchard Road Southbound to assist traffic in understanding traffic pattern changes due to road widening work where employees worked in a closed shoulder and there were no traffic signs present at the point of hazard such as a "Shoulder Closed". b) Rt. 24 & Old Orchard Road, Millsboro, De 19966 (Old Orchard Road Northbound): On or about December 29, 2022, employees were exposed to struck by/caught in hazards when the employer failed to provide traffic signs for traffic turning left on John J Williams Highway (Route 24) from Old Orchard Road Northbound to assist traffic in understanding traffic pattern changes due to road widening work where the employees worked on both sides of the road in a shift (South side/ Eastbound) and a closure (North side/ Westbound) and no signs were posted addressing the conditions at the point of hazard such as but not limited to "Flagger ahead", "Be Prepared to Stop ", or "One Lane Road Ahead" located before the flagger. The MUMFORD & MILLER CONCRETE, INC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.200(g)(1), which was contained in OSHA inspection number 1521400, citation number 1, item number 4 and was affirmed as a final order on 7/1/2022, with respect to a workplace located at East of Plantation Road on Hwy 24 In front of 19041 John J Williams Hwy Rehoboth, DE 19971.
