29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items of this section: a) Discharge Conveyor on the Milling Machine - On or prior to October 5, 2022, an employee for D. A. Collins Construction Co., Inc. was exposed to caught-in hazards on a Discharge Conveyor on a Wirtgen W220i Milling Machine ((#6485)(Serial Number: 07220018)) when performing servicing and/or maintenance tasks such as, but not limited to, inspecting the Discharge Conveyor while the Discharge Conveyor is running at a low speed, and without guards in place. The energy control procedures in place did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized by employees to turn off and control the hazardous energy on the Discharge Conveyor when performing greasing and inspecting tasks on a Wirtgen W220i Milling Machine.
