29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. On or about June 28, 2022, and at times prior thereto, employees were performing underground utility work without the employer conducting frequent and regular inspections of the job site, exposing employees to hazards such as, but not limited to falls and struck-by.
