29 CFR 1910.147(c)(4)(ii):Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A) and 1910.147(c)(4)(ii)(B): Assembly Pump Room: On or about February 23, 2022, stored pneumatic energy in the form of nitrogen compressed gas, injured an employee when the pressure in the high-pressure line was not relieved due to the absence of a specific procedure addressing this aspect of the lockout/tagout procedure during maintenance and the absence of a pressure relief valve.
