29 CFR 1910.119(h)(3)(iv):The contract employer did not assure each contract worker follows safe work practices of the facility. On or about December 22, 2021, and at times thereafter, contract employees working at ExxonMobil Refinery in Baytown, Texas were working near a leaking flange at the Hydro Desulfurization Unit (HDU-1) without being provided with or required to use appropriate personal protective equipment to protect them from potential thermal and fire.
