Text For Citation: 01 Item/Group: 001 Hazard:
OSH ACT of 1970 Section (5)(a)(1):The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees. The employer is failing to protect employees on the jobsite from struck by hazards and injuries associated with ground personnel working near moving construction equipment. The most recent occurrence of this was documented on or about December 20th, 2021 at construction jobsite located at 20th and K street, Lincoln, Nebraska. Where the employer had an employee operating a CAT compact skid steer loader (CAT 247B2), in close proximity of 6'-10' within ground personnel that were looping rock and dirt in preparation to lay pavers. AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE ABATEMENT METHODS TO CORRECT THIS HAZARD ARE: The employer may incorporate the use of cameras to further assist the skid loader operator with blind spots they may encounter while operating the skid loaders. The employer may incorporate the use of a ground spotter to provide over watch for the ground personnel while moving equipment is operating near or by employees. The employer may incorporate the use of physical barriers to provide protection for ground personnel from moving equipment. The employer may incorporate additional training for both ground personnel and equipment operators on struck-by hazards associated with this type of work The employer may incorporate division of work schedule that separates ground personnel from moving equipment. The employer may incorporate a work rule that prohibits supervisors from operating construction equipment.
