29 CFR 1910.147(c)(4)(ii)(C):The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them. On or about June 2, 2021, in the tube winding area, an employee was performing maintenance activities without a clear and specific lockout and tagout procedures for a tube winding machine and was exposed to caught in or between hazards.
