Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1910.147(c)(4)(ii):The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: On or about April 15, 2021, the employer did not ensure the control of hazardous energy procedure for the Paw Picker Machine clearly and specifically outlined the techniques to utilize the control of the hazardous energy and unexpected energization of the electrical energy of the machine. The procedure did not include the specific procedural steps for isolating the electrical energy [per 1910.147(c)(4)(ii)(B)], placement of lockout device(s) on the energy isolation device [(c)(4)(ii)(C)], and/or requirements for the testing the machine to verify the effectiveness of the lockout devices and other energy control measures [(c)(4)(ii)(D).
