29 CFR 1910.134(d)(3)(iii)(B)(1):The respirator used for protection against gases and vapors was not equipped with an end-of-service-life indicator (ESLI) certified by NIOSH for the contaminant: (Note: The employer may provide an air-purifying respirator provided the respirator is equipped with end-of-service-life indicators or a change schedule has been developed. Otherwise, the employer must provide an atmosphere-supplying respirator. World Trade Center jobsite: On or about, April 23, 2021, employees using spray-on solvent based coating were using negative pressure tight-fitting facepiece respirator equipped with organic vapor cartridges, were not equipped with end-of-service-life indicators, nor a change schedule developed for cartridge replacement.
