29 CFR 1926.850(a):Prior to permitting employees to start demolition operations, an engineering survey shall be made, by a competent person, of the structure to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure. Any adjacent structure where employees may be exposed shall also be similarly checked. The employer shall have in writing evidence that such a survey has been performed. Bonner Bridge, North Carolina: On or about April 14, 2021, the employer engaged an engineer to perform surveys and calculations for the removal of all spans of the existing bridge for the removal of the navigational steel spans as the start of demolition operations. The employer later utilized a modified demolition sequence, which led to the unexpected collapse of the navigational steel span portion of the structure during the demolition. An employee was exposed to the struck-by hazard.
