29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. a. On or about March 23, 2021, and at times prior, employees working on-site engaged in excavation and concrete pouring were not adequately trained in the regulations applicable to their work. Employees were not instructed on the recognition and avoidance of unsafe conditions and hazards such as, but not limited to, cave-in, excavation, and struck-by.
