The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative. a) On or about 3/05/2021, The employer did not have an energy control program that included specific energy isolation procedures, training for authorized, affected and other employees and periodic inspections of the procedures on an annual basis for equipment such as but not limited to; the Paper Fanfold FL-2 machine did not include specific procedural steps for safe shutdown, isolation and for the placement of lockout devices.
