29 CFR 1910.147(c)(7)(i):The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: On or about September 10, 2020, an operator sustained a partial left thumb amputation while attempting to disentangle a wire on the #1 Rewind Machine/Line in the Rewind Department. The employer did not ensure adequate training was provided to employees on the safe application, usage, and removal of the energy controls in order to eliminate or reduce amputation hazards to the finger and hands while being required to perform services such as, but not limited to, wire adjustments and modifications. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
