1910.147(c)(4): Energy control procedure. 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: 29 CFR 1910.147(c)(4)(ii)(B):Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy; a. On or about July 22, 2020, for the 7000 Smith's Mill Road, New Albany, Ohio worksite; the employer failed to develop, document and implement specific procedures for the control of hazardous energy during required employee duties covered by this part. The employer did not have specific procedures for equipment, such as but not limited to the tray erector, the ARPAC Bundler and the Eastey Bundler, for which employees performed covered duties that required the control of hazardous energy. On May 28, 2020, an employee suffered an amputation while performing activities covered by this part, unjamming stock material from the point of operation in the tray erector machine.
