Text For Citation: 01 Item/Group: 001 Hazard:
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of operating Utility Vehicles: a) The Country Club of Harrisburg, Golf Course - On or about April 8, 2020, an employee was operating a ProGator 2030A utility vehicle with a SDI300 sprayer attachment in areas where terrain and vehicle factors created hazardous conditions. b) The Country Club of Harrisburg, Golf Course - On or about April 8, 2020, an employee was operating a ProGator 2030A utility vehicle with a SDI300 sprayer attachment without utilizing the installed seatbelt. Among other feasible means of abatement, industry recognized injury and illness prevention measures from organizations including the Golf Course Superintendents Association of America (GCSAA) or National Golf Course Owners Association (NGCOA) can be adopted as part of an overall safety and health management system. These organizations compile information to assist with golf course management in the determination of safe operating procedures for grounds maintenance, which would include the determination of the safe operating areas and safe operating procedures for the various types of course maintenance equipment in advance of the equipments initial use. These procedures would also include no drive areas for equipment not specifically designated for operation in locations that are of variable slope or are susceptible to low traction conditions such as dewing or frost. Furthermore, specific training shall be provided for employees who operate vehicles equipped with tanks to ensure that they recognize the hazards of fluid dynamics, which affects the operation and variable handling characteristics of the vehicle.
