29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): On or about February 14, 2020 at the TECT Aerospace plant located at 5545 N. Mill Heights Drive Park City Kansas, the employer failed to adequately develop written lockout/tagout procedures for employees to follow while troubleshooting the W/C 188C Niigata SPN 50 CNC Horizontal Mill machine, thus exposed employees to struck-by and crushing hazards. The equipment specific lockout/tagout procedures did not include: (A) A specific statement of the intended use of the procedure, and (B) The specific procedures for the temporary removal or transfer of lockout/tagout devices for the purpose of troubleshooting, testing or positioning of machine/equipment. 29 CFR 1903.19(d)(1) requires certification and documentation that the abatement of the above violation is complete.
