29 CFR 1926.502(h)(1)(v): The safety monitor had other responsibilities which could take the monitor's attention from the monitoring function: On or about February 25, 2020, the employer failed to ensure that employees engaged in commercial roofing in a hoisting area were effectively protected from fall hazards of approximately 40 feet in that the designated safety monitor was not continuously monitoring the activities. The employees were unloading and loading construction material, including roofing material, with a crane on a low slope roof without the use of a guardrail or personal fall arrest systems.
