29 CFR 1910.176(b): Secure storage - Storage of material shall not create a hazard. Bags, containers, bundles, etc., was stored in tiers that were not stacked, blocked, interlocked and limited in height so that they were stable and secure against sliding or collapse: Yard Area: Piles of shredded rubber were stacked in piles greater than twenty (20) feet without protection to prevent collapse or sliding of the material into the employee work area exposing them to struck-by hazards.
