29 CFR 1910.23(b)(8): Ladders were not used for the purposes for which they were designed; On February 12, 2020, and times prior thereto, at Silo 4, a fixed ladder was used to gain topside observation access to the silo. The fixed ladder was missing the ladder, half, footing, portion to the ground.
