29 CFR 1926.28(a): The employer did not require the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions. On or about February 10, 2020, and at times prior thereto, the employer did not ensure all employees who would be reasonably exposed to an unprotected fall hazard were provided with appropriate personal protective fall protection.
